Student Board Members

Note: The following optional bylaw may not apply in your district. If a student petition is submitted to a high school Board pursuant to Education Code 35012, the Board is required to add at least one student member. At its discretion, the Board may include more than one student member.

The Board of Education believes it is important to seek out and consider students' ideas, viewpoints and reactions to the educational program. In order to provide student input and involvement, the Board shall include three student Board members selected in accordance with procedures approved by the Board.

Student Board Members

Three high school students, chosen each spring by the members of an appointed student selection committee, shall serve as advisory members of the Board of Education during the ensuing school year.

Student Board members may cast preferential votes on all matters except those subject to closed session discussion. Preferential votes shall be cast prior to the official Board vote and shall not affect the final numerical outcome of a vote. Preferential votes shall be recorded in the Board meeting minutes. Student Board members shall determine their rotation of attendance for school Board meetings. The Superintendent's Office will be informed of the schedule. Two members will be responsible for attending each meeting,

The duties of the student Board members may include participation in school leadership organizations and meetings with student representatives from all schools, student representatives from the Palos Verdes Library District, and city representatives (four Peninsula cities) to discuss items of mutual concern and possible agenda items, and shall be approved by the Board.

In an effort to bring additional student input into the decision-making process, a designated representative of each intermediate school shall be asked to make an informational report to the Board at least twice each year.

The term of office shall be for a period of one year, from July 1 to June 30.

Selection of Student Board Members

1 Selection of the student Board members shall be made by a committee comprised of 10 students chosen from the student council of the regular high school and one student from the continuation high school. A Board member shall be present as a nonvoting member.

2. Interviewing and selection of the student Board members by the selection committee shall be conducted in a meeting(s) open to any interested person. Such a meeting or meetings shall be held at the Administration Center or other centrally-located site and shall be attended by the high school director of student activities and/or the Superintendent or designee.

3. The annual selection process shall be completed no later than the first Friday in June

4. All interested high school students, regardless of grade level, may apply for the positions.

5. The steps necessary to apply for the positions shall be posted on all high school campuses and publicized at least two weeks in advance of the application deadline.

6. The chief criteria in the selection of the student Board members shall be the ability of the students to serve and function effectively in the position and the students' willingness to devote the necessary time to the task.

7. The school the students attend shall not be a deciding factor in the selection of the student Board members.

8. In the selection of the three student Board members, the selection committee shall consider naming a student other than a senior-to-be for at least one position.

9. If one of the student Board members should resign from office, a new student member may be selected.

10. Selection of a new student member to complete the term shall come from candidates who had previously filed applications for the position for that particular term or by processes defined in paragraph four.

Program Review/Evaluation

A representative(s) of the Board shall be appointed to meet with the student Board members as a means of evaluating and/or increasing the effectiveness of the program.
