Board Representatives

The Board of Education may appoint any of its members to serve as its representatives on district committees or advisory committees of other public agencies or organizations. Due to open meeting law requirements, a majority of the Board shall not be appointed to serve on the same committee.

When making such appointments, the Board shall clearly specify, on a case-by-case basis, what authority and responsibilities are involved. Board representatives shall not grant district support or endorsement for any activity without prior Board approval.

If a committee discusses a topic on which the Board has taken a position, the Board member may express that position as a representative of the Board. When contributing individual ideas or opinions on other topics, he/she shall make it clear that he/she is speaking as an individual, not on behalf of the Board.

At its annual organizational meeting, the Board shall designate one Board member as its representative to elect members to the county committee on school district organization. (Education Code 35023)

The Board shall provide the representative with nominees to this committee.

A Board member is eligible to serve as a member of the county committee on school district organization. (Education Code 4007)

Representative to Southern California Regional Occupational Center

Under a joint powers agreement, seven districts, including the Palos Verdes Peninsula Unified School District (PVPUSD), participate in the Southern California Regional Occupational Center (SCROC). Each district's Board is represented on the Board of SCROC by one of the district's own Board members.

It is expected that the representative of the district Board will apply the same diligence in preparing for, attending, and participating in the SCROC Board meetings as he/she applies to participation on the PVPUSD Board.

Appointment and Tenure

1. The PVPUSD Board will appoint one of its members to serve as its representative on the Board of SCROC.

2. The appointment, which shall be made at the organizational meeting held immediately following the regular Board election, shall be for a period of two years. The Board may cancel its appointment and make another appointment at any time.

Duties and Responsibilities

1. The representative shall cast his/her vote at SCROC Board meetings, not only in accordance with PVPUSD policy, but also in accordance with his/her perception of the aspirations and desires of the PVPUSD Board.

2. Where the representative's viewpoint is not in accord with that of the majority of the PVPUSD Board, the representative will be free to state his/her own viewpoint at the SCROC Board meeting, but must cast his/her vote as outlined above.

3. Prior to discussion and/or decision by the SCROC Board on matters which the representative believes the PVPUSD Board may consider important, the representative shall, when possible, obtain the advice consensus or vote of the PVPUSD Board.

These matters include, but are not restricted to, the following:

1. Major budget concepts

2. Major capital improvements

3. Acquisitions or disposal of land or other major assets

4. Major consideration of educational policy

5. Major consideration of personnel policy

6. Long-range planning

7. Situations where there is conflict between the interests of the PVPUSD and the overall interests of SCROC as an institution.
