Administrative Regulation AR 6153.2 Instruction
Trips To Foreign Countries All trips to foreign countries by school related educational, cultural, athletic, or other school organizations are subject to these regulations.
Prior to Trip Approval
Prior to requesting board approval for any field trip to foreign countries, evidence of compliance or of ability to comply with the following shall be submitted.
1. The execution and submission of a statement of waiver acceptable to the School District's legal counsel which exempts the Board of Education from financial responsibility,
2. The provision of a policy of insurance which provides adequate protection to participating students in cases of illness and accident,
3. The provision of financial assurances and appropriate security in the form of a bond to cover traveling and living expenses for all participants, to include employees of the District and volunteers outside of the School District,
4. The provision of insurance covering the value of District equipment which is to be used by the group while outside the School District,
5. The establishment of an agreement whereby the instructor and all voluntary supervisors contribute their services and time to the District for the purpose of supervision of the participating students while outside of the school district at those times when such instructors or supervisors are not under regular contract for services, and
6. The establishment of an agreement whereby the instructor may not exclude students from the trip because of the lack of sufficient funds.
7. The submission of a plan for fund-raising activities, for the accounting of funds, and for the return of funds if not used for the purposes specified by the contributors.
8. A plan for the supervision of students to be submitted. A ratio of at least one chaperone to eight students and a minimum of two chaperones will be required unless a waiver is granted by the Superintendent or designee.
Approval of Trip
In order to assure adequate time for approval by the Board of Education and to assure that contracts and arrangements can be honored, the provisions of this regulation must be complied with.
1. A "Field Trip Request" form shall be approved by the Board of Education at least two months prior to finalization of any contracts, agreements, arrangements or any other similar action by any school employee, volunteer, or interested party.
2. All documents, assurances, and agreements listed under "Prior to the Trip" shall be submitted with the "Field Trip Request" form at least two months prior to the trip for Board review.
3. The principal or designee shall be available to respond to questions and provide information at the board meeting when the "Request for Trip" form is considered by the Board.
Supervision
All administrative regulations relating to Supervision of School-Sponsored Trips - AR 6153 shall apply. Certain regulations may be waived by the Superintendent or designee if such regulations are not deemed applicable.
The designated, responsible certificated employee for the trip shall have the authority to send a student home at the expense of the student when the student's behavior warrants, in the judgment of the employee in charge, that such action is necessary.
Completion of Trip
Upon completion of the trip, a written report will be submitted to the Superintendent or designee and be made available for the Board. (Form
