Student Activity Funds

Investment of Student Organization Funds

With Board of Education approval, student funds shall be held or invested in one of the following ways:

1. Deposited in a federally insured bank or savings and loan; or in a state or federally insured credit union. (Education Code 48933)

2. Invested in U.S. savings bonds or obligations. (Education Code 48933)

3. Loaned to other district student organizations.

4. Invested in district property improvement pursuant to Education Code 48936.

Fund Raising

All funds raised by approved student organizations shall be deposited with the Associated Student Body association. No student organization shall maintain a separate account other than the one managed by the Associated Student Body association.

All fund raising activities must conform to the fund raising rules and regulations established by the Associated Student Body and approved by the principal or designee and, the Superintendent or designee.

Food sales will be governed by Board Policy and Administrative Regulations 3554.

Expenditure of School Organizations Funds

Expenditure of student organizations monies for the following purposes are prohibited:

1. Equipment, supplies, forms, and postage for curricular or classroom use or for district business.

2. Repairs and maintenance of equipment not purchased with ASB funds.

3. Salaries which are the responsibility of the district.

4. Articles for the personal use of district employees.

5. Gifts (except for items of symbolic value, such as plaques), loans, credit (including the cashing of checks), or the purchase of accommodations for district employees or others (except as listed below).

6. Contributions to fund-raising drives for charitable organizations (except as listed below)

In order to permit the student organizations the ability to fund some of the activities the students wish to pursue; the following exceptions are authorized:

1. The Associated Student Body may contribute to charitable organization provided that:

a. The Board has authorized the fund-raising activity.

b. The funds donated were collected from students for a specific charitable purpose known to the students at the time they made their contributions.

c. Only the exact amount collected for that purpose is given to the charitable organization.

d. No donation is made from student organization funds.

2. The ASB may pay or reimburse for costs of employees or others, provided that:

a. The student council has specifically and separately approved the expenditures and reflected the approval in the minutes of the council meeting.

b. The costs are for employees or others accompanying students on co-curricular field trips or for attendance at a workshop or conference by employees directly involved in the ASB.

c. Expenditures of ASB funds for employees comply with all approval requirements and expenditure limitations of Board policy and administrative regulations.
