Board Policy BP 3452 Business and Noninstructional Operations
Student Activity Funds The Board of Education establishes regulations that govern the operation and management of student activity funds under authority granted by Education Code 48930. Under the authority of Education Code 48937, the Board provides for the supervision of all funds raised by any student body organization or student organization approved by the Associated Student Body (ASB) association or any student organization using the name of the school.
Student organizations may raise and spend money in order to promote the general welfare, morale and educational experiences of the students. Student funds shall finance worthwhile activities which go beyond those provided by the district. All financial activities of each student organization shall be reflected properly in the minutes of each organization.

Student funds shall be managed in accordance with sound business procedures.
The principal or designee shall be responsible for the proper conduct of the financial activities for all student organizations.
All disbursements must be approved by the Superintendent or designee, the certificated employee who is the student organization advisor, and a student organization representative.
The Superintendent or designee shall review the organizations' general financial structures and accounting procedures annually.
The Board shall provide for an annual audit of student accounts by a certified public accountant or licensed public accountant. Auditing costs shall be paid from district funds.
The Board delegates to the Superintendent, or Assistant Superintendent, Business Services, or designee the authority to approve establishment of ASB Bank Accounts to facilitate operations and to maximize income to the ASB for their funds.
The Assistant Superintendent, Business Services shall act as a consultant in financial matters to the student bodies at the sites and shall establish and review periodically their financial structures and procedures.
The principal or designee at each school shall be directly responsible for the financial activities of the student body organizations and ensure that these organizations comply with established Board policies and administrative regulations of the district.
