Board Policy BP 3300 Business and Noninstructional Operations
Expenditures/Expending Authority The Board of Education shall establish and maintain an 8% reserve. The district's annual expenditures shall not exceed its annual income, except to the extent of reducing excess reserves.

The Superintendent or designee may purchase supplies, materials and equipment in accordance with Board policy and administrative regulations. Such purchases shall not exceed the limits imposed by law. All such transactions shall be reviewed by the Board every 30 days. (Education Code 17605)

The Superintendent or designee shall not authorize any proposed expenditure which exceeds the major budget classification allowance against which the expenditure is the proper charge unless he/she obtains Board approval. Such approval may be granted if an amount sufficient to cover the purchase is available in the budget for transfer by the Board.

The Board shall not recognize obligations incurred contrary to Board policy and administrative regulations.
No district funds shall be expended for the purchase of alcoholic beverages. (Education Code 32435)
