Air Pollution Emergency Episode Plan

Smog episodes are declared in the district according to information received as measured in Area 19 (Torrance/Palos Verdes), Zone No. 3 monitoring station of the South Coast Air Quality Management District. The declaration of an episode is based upon the following criteria established by the State Air Resource Board:

Procedures for Modifications of School Programs and Work Assignments

Notification from the South Coast Air Quality Management District or the Los Angeles County Superintendent of Schools Office that a smog episode is predicted or has been declared shall be received by the business office. This office shall transmit the notification to the offices of:

1. The principal of each school.

2. The Assistant Superintendent for Business.

3. The Director of Maintenance and Operations.

4. The Director of Food Services.

5. The Director of Purchasing and Stores.

Upon notification from the business office, the above designated offices will take action as prescribed.

Predicted Smog Episode

It is anticipated that notification of predicted smog episodes will be received on the day before (except when the prediction is for a Monday or the day after a holiday in which case it is anticipated that notification will be received on the morning of the day for which the prediction is made). If the notification of a predicted smog episode for the following day is received before the end of the school and/or staff working day, principals and supervisors shall advise all students and staff members present at their plant of the predicted smog episode and request their cooperation for reduced vehicular use on the following day. School staff shall be prepared to modify programs requiring, for students, prolonged or strenuous physical activities on the day of the predicted smog episode.

On the day of a predicted smog episode the business office shall call the South Coast Air Quality Management District (800-242-4666) to obtain air contaminant readings for Zone 3. If a Stage I, Stage II or Stage III Smog Episode is declared, action as described in the Declared Smog Episode Chart will be taken.

Declared Smog Episodes

After a smog episode is declared, the business office will call the South Coast Air Quality Management District each hour at ten minutes after the hour until 4:10 p.m. to obtain air contaminant readings for Zone 3. If a call reveals that all readings fall below Stage I episode levels, the business office shall immediately notify all offices listed above that the Smog Episode has ended.

Upon receipt of a notification that a Smog Episode has been declared, each principal shall be responsible for notifying all students and staff members present at his/her plant that an Episode has been declared. The Business Manager, the Director of Maintenance and Operations and the Director of Food Services shall be responsible for notifying the individual school offices, employees in the district administration office, maintenance facilities and the school cafeterias.

Once a smog episode has been declared and the notification has been transmitted to the offices listed above, the procedures required by these regulations shall remain in effect until notification has been received in the designated office of the facility that the episode has ended, or until sunset, whichever occurs first. In determining whether a proposed activity can be conducted during a declared smog episode, supervising personnel shall examine each proposed activity to determine its potential for unmistakably increasing the respiration rate for an extended period. The intensity of an activity may be the deciding factor as to whether it shall be included in, or excluded from the program of the day.
